There is no universal answer

Aerial deployment can make use of suitable pole infrastructure and reduce excavation. Underground deployment can offer physical protection and a different streetscape impact. Many projects use both.

The decision factors

The route team evaluates existing assets, terrain, wayleaves, road crossings, utility congestion, community disruption, environmental conditions, maintenance access and whole-life cost.

Record the trade-off

The chosen method should be documented with its cost, programme, approval and operational implications so stakeholders understand why it is appropriate for the route.
